In 2016, Ayanle Hassan Ali carried out a stabbing attack at a Canadian Armed Forces recruitment center in Toronto. He was later found not criminally responsible (NCR) for the attack due to severe mental illness and has been under the supervision of the Ontario Review Board (ORB).
Recently, the ORB granted Ali permission to travel to Mecca for a religious pilgrimage and to Somalia for an arranged marriage. The board’s decision is based on psychiatric assessments indicating his mental condition has stabilized and that he is not a significant threat to public safety.
Under the Canadian legal framework, individuals found NCR are subject to ongoing review. The board's mandate is to balance public safety with the goal of reintegrating the individual into society, provided they are deemed fit to do so. This decision has sparked significant public debate regarding the balance between rehabilitation and the gravity of the original offense.
